Pretty but doesn't lay well

"Colors are very pretty and size was true to description but after several weeks rug still isn't laying well. Not just at the edges but strange lumps throughout. Hoping it eventually settles in and perhaps this is typical for a rug this size (purchased 9'6" x 13'6")."
